I don't think your collegue is a Resonable, Nice & Intelligent guy: I have dealed with westerners for many years, if he or she forwarded questions like these, the First of all, this is offensive, it is not reasonable & nice behavior to question other country's rules in a supererior position; finally, it is not intelligent to ask his working collegue such harch questions, he treated you without respect at all.
