對華政策的美國政客之一。在這次辯論對華政策時洪博培的語言相當露骨。居然公開宣稱要利用美國政府在中國內部的內應、網民和年輕人搞垮中國，只有這樣美國才能重振經濟，保住世界霸主地位。語言如此露骨，主持人都聽不下去了，幾次想打斷他的講話。這也讓很多中國網友理想起在所謂中國茉莉花運動時，洪博培曾經到現場指導，被網友認出後被迫狼狽離開的事件。

And Governor Perry said China will end up on the ash heap of history. You've been in China. You were the ambassador for our nation there under President Obama. What's your reaction?
