Saying 有理数也不都能从最低位算起 is for decimal expansion, or expansion in base 10. The principle under addition of fractions is base change. After the base change, you still can do it from 最低位. But for 无理数 you can not do it under any base. Given a 无理数 one even don't know how to do the base change in general.
