《美國常識》

《人權法案》是聯邦憲法的附加條款，為了彌補聯邦憲法的不足。法案中的第一條專門表述個人的權力or自由。

源自第一條修正案的權力or自由有哪些？

言論自由、宗教信仰自由、集會自由、出版表達自由、批評政府的自由。注意此處“自由”的英文表達是freedom，而不是free或liberty。

第一修正案保障個人的表達自由，這個自由允許對公開討論、爭論、辯論公共事務。公開爭辯對於民主來說是非常重要的。

第一修正案還保障宗教信仰自由和言論自由。修正案強調，國會不可通過建立官方宗教機構的法律、不可限制宗教宣傳；國會不得通過限制表達自由或和平集會的法律；

第一修正案賦予人民批評政府、改變法律的權力，或當執法不公時採取行動。國會不能剝奪這些權力。

《聯邦憲法》的第一修正案保證、保障這些權力。

The First Amendment also protects freedom of religion and free speech. 

This amendment says that Congress may not pass laws that establish an official religion and may not limit religious expression. 

Congress may not pass laws that limit freedom of the press or the right of people to meet peacefully. 

The First Amendment also gives people the right to petition the government to change laws or acts that are not fair. 

Congress may not take away these rights. 

The First Amendment of the Constitution guarantees and protects these rights
