《人权法案》是联邦宪法的附加条款，为了弥补联邦宪法的不足。法案中的第一条专门表述个人的权力or自由。

源自第一条修正案的权力or自由有哪些？

言论自由、宗教信仰自由、集会自由、出版表达自由、批评政府的自由。注意此处“自由”的英文表达是freedom，而不是free或liberty。

第一修正案保障个人的表达自由，这个自由允许对公开讨论、争论、辩论公共事务。公开争辩对于民主来说是非常重要的。

第一修正案还保障宗教信仰自由和言论自由。修正案强调，国会不可通过建立官方宗教机构的法律、不可限制宗教宣传；国会不得通过限制表达自由或和平集会的法律；

第一修正案赋予人民批评政府、改变法律的权力，或当执法不公时采取行动。国会不能剥夺这些权力。

《联邦宪法》的第一修正案保证、保障这些权力。

The First Amendment also protects freedom of religion and free speech. 

This amendment says that Congress may not pass laws that establish an official religion and may not limit religious expression. 

Congress may not pass laws that limit freedom of the press or the right of people to meet peacefully. 

The First Amendment also gives people the right to petition the government to change laws or acts that are not fair. 

Congress may not take away these rights. 

The First Amendment of the Constitution guarantees and protects these rights
