If you do not kill people on purpose, you are not wrong even you accidentally kill civilian people.

Talking about the Iraqi war, the right or wrong is judget by the result, not by intention. If you do thing with only good will without envisioning the consequence, you are not a responsible person. Same is true for a country.

If a country as strong and powerful as USA is doing thing irresponsibly, that is the most dangerous thing.
