how about a group of Spain, Germany, France, and Portugal? Well, it is very possible because co-hosts, Ukraine and Poland are obligated to go with Spain and Holland in first tier. And we all know that European teams are so good that Portugal has to contend to be in third tier. Now France lost to China before the World Cup and shamefully exited thereafter. They did not do any better in Euro 2008 and hence they are in tier 4, even though Laurent Blanc, the French capitain last time and the only time they raised the World Cup, has guided Le Bleu into 17 game unbeaten streak.
