In all Public Leagues, the draft order will be randomly determined approximately 30 minutes before the start of the selection process.
In Custom Leagues, the order will be randomized approximately 30-60 minutes before the start of the draft unless the commissioner sets a specific draft order.

If a manager joins or leaves a Custom League after the commissioner has set the draft order, the saved order will be lost. The commissioner must then re-???? the specific draft order wanted or have the order randomized just before draft time.
