美中兩國，風馬牛不相及。美國人的常識和中國人的常識完全不同，因此，不能用自己的常識作為對“政治、經濟、軍事、文化、歷史、傳統………等社會問題的認知和判斷。

那位問了，難道美國人就不吃飯、不拉屎麼？吃喝拉撒睡，人都是一樣滴！靠，您問得有理，不過回答這個問題，無須在下兄弟我勞心費力，我家的狗就可以代勞，只因豬狗在吃喝拉撒睡上和人一摸一樣。不僅如此，狗比習二中國人聰明，最起碼用不着“廁所革命”，也不用擦屁股紙。

中國人的常識建立在極為簡單的基礎之上，三句話，1、“黨政軍民學、東西南北中，黨是領導一切的”，2、尊於一腚、定於一尊，3、襠中央一隻鳥。

在美國常識三中，我們知道了《聯邦憲法》中最重要的開頭三個字是：We the people，及其內涵。這裡要提醒大家注意一下之前所有的對“self-government”中文翻譯都是錯誤的！正確的翻譯是“自己的政府”而不是什麼“自製政府”，箇中原由，大家自己領會。

另外在美國常識一中，Framers也不宜翻譯成設計師，應該翻譯成“框架設計者”或“框架師”。

四、什麼是憲法修正案？

答案：對《聯邦憲法》的修改；《聯邦憲法》的附加條款

修正案是對聯邦憲法的修改或者增刪。聯邦憲法的框架設計者們（國父們）知道，隨着國家的成長，憲法是需要修改的。但作為國家最高法律，不能讓修改憲法過於容易。國父們不希望破壞或改變憲法本身的內涵和含義。因此，國父們決定：修正案的通過只有兩種途徑：

1、國會參眾兩院的2/3多數同意；

2、特別會議通過，特別會議由2/3以上的州組成。

修正案在國會或特別會議通過以後，該修正案還必須被2/3以上的州立法機構接受，另外，通過特別會議通過的修正案，必須得到3/4以上的州的認可。

並非所有立案的修正案都能通過，美國歷史上曾經有6次，國會通過的修正案因沒有被足夠多的州所接受而不能批准。

An amendment is a change or addition to the Constitution. The Framers of the Constitution knew that laws can change as a country grows. They did not want to make it too easy to modify the Constitution, the supreme law of the land. The Framers also did not want the Constitution to lose its meaning. For this reason, the Framers decided that Congress could pass amendments in only two ways: by a two-thirds vote in the U.S. Senate and the House of Representatives

or by a special convention. A special convention has to be requested by two-thirds of the states. After an amendment has passed in Congress or by a special convention, the amendment must then be ratified (accepted) by the legislatures of three-fourths of the states. The amendment can also be ratified by a special convention in three-fourths of the states. Not all proposed amendments are ratified. Six times in U.S. history amendments have passed in Congress but were not approved by enough states to be ratified.
