If you've been listening recently, you have watched the Trump administration speak quite a bit about the risks that China presents. The problem, though, is when China does business in places like Latin America, it often injects corrosive capital into the economic bloodstream, giving life to corruption and eroding good governance.

你們最近應該注意到到美國政府關於中國威脅的一系列表態。危機來自中方在拉美的商業行為，中方將腐蝕性資本注入拉美的經濟血液之中，滋生腐敗，侵蝕良性政府體系。

You saw this quite clearly here in the region at the Sinclair dam in the jungles of Ecuador – built by China under a previous administration, the dam was supposed to solve Ecuador's energy needs and help save the country and keep them out of poverty. But of course, we know how this story ends. The dam now runs to half capacity. The steel used to make it is full of cracks and there are accidents. Nearly every top official that was involved in the dam's construction is either imprisoned or sentenced on bribery charges.

就拿厄瓜多爾叢林中的辛克萊爾大壩來說，這一中資工程由厄前任政府通過，原意是解決厄瓜多爾的能源危機，並解決貧困問題。但事實如何呢？電站僅僅半負荷運行，鋼材質量低劣、事故頻發。幾乎所有與該工程相關的高官，都因為貪污受賄而鋃鐺入獄。

The project included over $19 billion in Chinese loans as collateral. China, in exchange, received 80 percent of Ecuador's oil at a discount and then resold that oil to make a profit. This does not seem like a reliable partner to me. I am confident that it does not seem like a reliable partner to you either.

這項工程包含了中方的190億美元抵押貸款，作為回報，厄對華石油出口量的80%將以折扣價格核算，中國再將這些石油高價轉手套利。可信賴的夥伴不會這樣做，我是這樣認為的，相信你們和我有着一樣的看法。

It was the Ecuadorian energy minister who put it quite bluntly. He said, quote, “The strategy of China is clear. They take economic control of countries.” We’re glad, indeed we’re thrilled, that President Moreno’s administration has taken swift action to convict those responsible for doing so much harm to their own people. The United States will always encourage Latin American partners to avoid these debt deal traps.

厄瓜多爾能源部長的評述可謂一針見血。“中國的策略很明確，就是要操控我們的經濟”。我們對莫雷諾總統及時將相關責任人定罪、及時止損的做法，感到十分高興。美利堅合眾國將一如既往地支持我們的拉美朋友避免這些信貸陷阱。

Also consider Venezuela. China's bankrolling of the Maduro regime helped precipitate and prolong the crisis inthat country. China invested over $60 billion – $60 billion – with no strings attached. Well, it's no surprise that Maduro used the money to use for tasks like paying off cronies, crushing pro-democracy activists, and funding ineffective social programs. And you all know, better than anyone in America could know, the crushing, devastating results of that.

再看看委內瑞拉。中國對馬杜羅當局的資金支持加劇了委內瑞拉的緊張局勢。中國已經向馬政府無條件投資了600億美元！600億美元！馬杜羅拿着這筆錢去幹嘛了呢？當然是私下分贓、當然是鎮壓示威、當然是繼續投給那些永無出頭之日的“社會發展項目”。這一切將會帶來怎樣的災難性後果？你們應該比美國人更清楚。

I think there's a lesson, a lesson to be learned for all of us: China and others are being hypocritical calling for non-intervention in Venezuela's affairs. Their own financial interventions have helped destroy that country.

這一切給我們所有人的教訓是：中國和其它一些國家虛偽地高喊“不要干涉委內瑞拉內政”，他們自己的干涉資金卻在毀掉這個國家。

But the good news is, the good news for all of us, is that South American countries are pushing back against this external meddling. The Inter-American Development Bank, celebrating its 60th anniversary, cancelled its meeting in Chengdu. It did this for the basic reason that China had refused to grant avisa to Venezuelan Juan Guido's official representative.

不過對我們大家來說，好消息是，南美國家正在拒絕這些瞎干涉。即將迎來六十華誕的泛美發展銀行不久前取消了其在成都的會議，只因中方拒絕向委內瑞拉民選總統瓜伊多的代表發出簽證。

Countries like Paraguay, meanwhile, are staffing up for their own interests and beliefs by supporting a democratic Taiwan.

And the Lima Group countries – I cannot say enough about how they have stood up. They're seeing Russia and Cuba for what they truly are. They were opposed to China's efforts at the United Nations to protect Maduro in Venezuela. Perhaps the best news is that all these bold steps represent a fundamental shift – a fundamental shift in regional leadership. It's part of a trend in countries that have voluntarily stepped up to support peace, to support prosperity and freedom throughout this hemisphere.

至於利馬集團的成員國，他們也站起來了，對此我無法表達我的激動之情。他們看清了俄國和古巴的真面目，他們在聯合國的舞台上，也敢於反對中國保護馬杜羅當局的行為。而真正的好消息是，這些強硬的姿態，都代表着區域領導力的根本轉變，代表着西半球國家自願朝着支持和平、支持繁榮、支持自由的方向轉變。

South Americahas truly become more clear-eyed and more wary of its pretended friends. China, Russia – they're showing up at the doorstep, but once they enter the house, weknow the debt traps. They will use debt traps, they will disregard rules, andthey will spread disorder in your home. Thankfully, you all, South America, is not buying it. You should know that the United States will stand behind you.

南美各國已不再會被那些虛情假意的朋友們所蒙蔽。中國、俄國：敲門時彬彬有禮，一旦登堂入室，他們帶來債務陷阱、破壞規則、帶來混亂。感謝你們，南美的朋友們，不再對他們買賬，美利堅合眾國永遠支持你們。

As their economy has grown, asthey have become more sophisticated, their weapons systems with greater capacity, their technological capabilities greater, they've begun to use them in ways that present real risk to the United States. That's why we're ensuring that our networks here in the United States are trusted and secure, so we're not going to allow in systems that are owned by the Chinese Communist Party. You don't want it on one that you can't trust.  You don't want your information in the hands of the Chinese Communist Party. 

他們經濟實力、外交手段、軍事實力和技術實力越來越強，對美利堅合眾國的威脅也愈發真切。所以我們必須確保美利堅合眾國國內的網絡安全可信，所以我們不會允許受中國控制的網絡系統進入美國。你們不會希望讓自己的信息被不值得信任的人所掌握。你們也不會希望自己的信息落到中國的手裡。

Make no mistake about it, some of the Chinese transactions, straight-up business deals, competing against the United States, and when that's the case we welcome that competition. But where it's not, we've got an obligation to tell those countries about the risks connected to what it is that those Chinese businesses are doing, their connections to the Chinese Government. We're not looking to hold China back. We are looking to make sure that there's fair, reciprocal trading regimes, rule of law existing all throughout the globe. We're confident if we do that, America can be successful. And we believe that if China would do that, it can be successful as well.

聲明一下，對於那些純粹商業目的的競爭，美國歡迎中國的參與；但如果不是，我們就有義務告知相關國家中方企業的真實嘴臉，告知他們這些企業和中國政府的內在聯繫。我們不希望遏制中國，我們只是希望確保公平互利的貿易、確保法治光輝普照全球。我們相信，美國的成功是因為我們能做到這些；而如果中國能做到這些，他們一樣能成功。

And then China will have to make a choice as well. It will have to decide if it wants to participate in a rules-based order where transparency, respect for intellectual property rights.  But if they choose a different path, an expansionist path or a path that behaves in the world where you show up and offer deals that aren't truly economic deals, right, with their Belt and Road — and other offshoots of that that aren't economic deals. They're really deals about political influence. If that's the tools which they use to choose to compete around the world, then I'm sure that the world will respond in a way that has to push back against them.

中國也必須做出選擇。他們必須決定，自己是不是要遵守基於規則、透明和尊重知識產權的遊戲規則。他們要是選擇一條擴張主義的道路——或者通過“一帶一路”去推廣一些不是純粹商業目的，而是帶有政治目的的合作——的話，我想，他們要這樣去參與全球競爭的話，會遭到全世界的抵制。

Their efforts, these infrastructure efforts – they call it their Belt and Road Initiative – we've talked to countries all around the world and reminded them that if these are straight-up commercial transactions it'd be one thing, but most often they are not.  Most often they are commercial projects – or national security projects masquerading as commercial projects, an attempt to use their state-owned enterprises to gain political influence and power.

中國的基建項目——他們稱之為“一帶一路”倡議——我們給很多國家都穿過華：如果這些是純商業項目那另當別論，但可惜事與願違，多數是偽裝成商業項目的國家安全相關項目，中方希望通過國企來拓展自身的海外影響和權益。
