It is possible for A to adopt B's child and apply green card and citizenship for the child if (1) the child is adopted before he reaches 16 (2) A has legal custody and been living with the child for two years. The detail adoption procedure depends on the state family law. A should consult a local family law attorney to get familiar with the adoption procedure.
