Tiananmen Square protests and crackdown in Beijing. “The Chinese 

Communist Party is a terrorist organization funded by the 

Communist International which has subverted the legitimate 

Chinese government in the past,” the document declares.

The declaration lists what it calls “horrific atrocities” committed by 

China’s government, included in that list is the Covid-19 pandemic. 

“Recently, it [the CCP] unleashed a biological attack on the free 

countries of the world with the CCP-virus (the Covid-19 virus), 

which poses a serious threat to the health and survival of all human 

beings.”

The declaration outlines a plan to change the system of government 

in China. “It is suggested that the New Federal State of China should 

draw up a Constitution in reference to the democratic and legal 

systems of the West, and any relevant international laws.” Guo and

Bannon also announced the formation of the Himalaya Supervisory 

Organization, a group created to oversee this imaginary transition of 

governments. “Under the supervision and advocacy of Himalaya 

Supervisory Organization, the New Federal State of China will be a 

land without CCP,” the declaration reads.

莫斯科当地时间9月4日是今年上合组织成员国峰会的日子。与往年不同

的是，俄罗斯国防部长特别提到了一个严重警告，指出一些国家正在

发展生化武器。。。

2020年是人类历史上罕见的大灾难年。对于已经在全球大流行的病毒，

有人说是天然病毒，也有人说是人工病毒。不管是什么人造还是自然

灾害，不可否认的是，新冠状病毒的存在确实是可怕的。

如果病毒不是生物武器，那么换言之，一旦实验室泄露出真正的生化

武器，其悲惨后果肯定远比今年的危机更悲观，最坏的情况甚至会

导致人类灭绝！

那么，为什么俄罗斯国防部在今年的峰会上强调“生化武器”？

首先，人们可以或多或少地从这场危机中意识到“生物武器”的可怕

性质。上到联合国理事下到成员国，无论是中国、俄罗斯还是印度，

都处于全球危机的中心。

生化武器最大的特点是不存在“攻”和“防”，自然也不存在所谓的

“赢家”和“输家”。要么我们不打开潘多拉魔盒，要么我们一起死去。

没人能从中受益。这是一种纯粹的反人类武器。

至于俄罗斯国防部长提到的“某些国家”，其实大家都猜到了他们

在说谁。。。

虽然俄罗斯这次没有直接指出这个“域外国家”，但根据目前全球科技

发展水平和公众信息，到底是谁想必在座的都已经有答案了吧，中国外交

部发言人王文彬则更直接。早在上个月，他就开始呼吁全世界调查美国

在海外的军事实验室。

王文彬为美军海外实验室提出了三个关键词：不透明、不安全、不合理。

理论上，世界卫生组织有权调查这些海外实验室。

然而，很多人忽视了在俄罗斯举行的峰会本身并不简单！

虽然从理论上世界卫生组织有权调查美国的这些海外军事实验室，但要

真正实现这一目标，就必须取得广泛的国际共识，突破现有的政治压力。

只有这样，才能实现。

中国是今年遭受黑客攻击最严重的国家，到底为什么会遭到频繁攻击，

答案早就不言而喻了。我们是第一个要求检查美国海外军事实验室的

国家。显然，要实现这一目标，就必须增加舆论氛围，获得更多的国家

支持。

虽然中俄还做不到，但只要我们坚持下去，

相信美国“受审”的日子很快就会到来。
