2.Purposes: The following are the purposes for which this organization has been organized: The OSAIC provides financial support for efforts in the exposure of and legal actions against scientific and academic frauds, as well as promotion of general scientific knowledge in China.

指向非常明確，即為反對科學和學術不端引起的法律糾紛及科普提供資金支持。在“基金會”成立之初，還未公布項目資助申請指南時，即宣布將為方舟子的一系列官司提供資助。

在該組織向佛羅里達州註冊時提供的備案材料中提到組織目的時卻是另一個版本。

ARTICLE 2 - PURPOSE OF CORPORATION

The Corporation is organized exclusively for charitable, religious, educational, and scientific purpose, including, for such purposes, the making of distributions to organizations that qualify as exempt organizations under section 501(c)(3) of the Internal Revenue Code, or the corresponding section of any future federal tax code.

在ARTICLE 3 - PROHIBITIONS中，明確說明公司贏利不得用於其成員、董事、官員，或其他個人，除非公司被授權為某些服務支付合理補償，或為上述目的（見ARTICLE 2）支付費用。

肖、方官司是個人之間因名譽權引起的法律糾紛，不涉及到其它組織，不涉及到科學知識的教育和傳播，也沒有就“肖氏反射弧”具體學術觀點上的爭論，很顯然不屬於“慈善、宗教、教育、科學”所包含的內容。基金會為方舟子個人打官司籌款有悖於它向州政府註冊時的聲明，在網站上公布另一套文件更是有矇騙大眾的嫌疑。
