国民政府almost sent troops to 西藏, since USSR's ccp rebel and Japan invading, troops had to move to east however 国民政府sent government agents as well as force agents (~100 people) there.
In 1938, 西藏 discuss indep, 国民政府 warn they will send troops if rebel then 西藏, no indep, that is good
