In 60s or 70s' Taiwan, many folks claimed that they gave up almost on-hand 博士 degree or 博士 candidacy, or this and that returning to Taiwan for 回国报效. Actually most of them turned out to be fake for keeping a face value or fooling folks around, because they failed in the degree program or lacked of financial resource to continue, especially for degrees no in the areas of natural science or engineering. Why there was a need for  紧急邀请 someone with major in English. My common sense tells me the said quoted above does not make sense...
