by the way, as a member of the no. 1 department in the world in our discipline, we are only allowed to publish in second rate journals to recycle the leftovers just to thicken your publication list pamphlet which usually will be twenty or thirty pages long on its own. But, second rate journal articles are not included in the research assessment exercises and do not count when you want to get promoted.
