柞里子說得對，Department of State確實不應譯成國務院，因為它管的主要的只是外務，而非內務。它在美國建國時的原名就是‘外務部’（department of foreign affairs），雖然後來改成了department of state），但所加上的內務只是印錢（但印多少錢的決定權不在它）、人口普查等吃力的活，而且就算是這一點內務，現在也已轉給了別的部門。（那種因為前人不知而誤譯成‘國務院’所以就一路跟着叫‘國務院’的做法，是人訛亦訛的跟風，不值一談。）
但是，柞里子把它譯成‘外交部’，我覺得還是不夠準確。交者，交往也。讓人聽上去象是握手和稀泥的營生。但看看它現在的mission statement，火藥味濃啊： Department Mission Statement Advance freedom for the benefit of the American people and the international community by helping to build and sustain a more democratic, secure, and prosperous world composed of well-governed states that respond to the needs of their people, reduce widespread poverty, and act responsibly within the international system. 剛來美國的朋友們也許會被freedom, benefit, responsibly這些漂亮詞兒眩了眼，讓我 剖開double speaking來說白了吧： advance the american interest to the rest of the world or, put more bluntly, impose the american system upon the rest of the world. 這哪裡是外交啊，簡直就是輸出革命！其實，department of state以前還算是相對務實的一個部；我剛來美國的時候，我的一些猶太人前輩還曾報怨說department of state在巴勒思坦問題上太持中立立場了。但經過以色列遊說集團的不懈努力，把越來越多的鷹派人物安插在department of state里，這個部已越來越激進了。特別是克老太入主department of state之後。她因為在選戰時幾乎與奧巴馬打成平手所以權力大於以前的secretaries of state；再加上她有自己的輸出革命的agenda。於是department of state里只聽到磨刀霍霍之聲了。（幾天前我在隔壁批評奧巴馬並預言他要敗績於麻邦參議員選戰，唯一同學跟貼禮貌地指出，當初總統大選時她就不同意我對奧巴馬的支持；但我仍不為當初支持奧巴馬後悔，因為克老太更糟。） 所以，department of state應該譯成‘革命輸出部’，或者‘對外文攻部’，又或者（若不得不要文縐縐的話）勉強叫‘外務部’吧，嘿嘿 |
