柞里子说得对，Department of State确实不应译成国务院，因为它管的主要的只是外务，而非内务。它在美国建国时的原名就是‘外务部’（department of foreign affairs），虽然后来改成了department of state），但所加上的内务只是印钱（但印多少钱的决定权不在它）、人口普查等吃力的活，而且就算是这一点内务，现在也已转给了别的部门。（那种因为前人不知而误译成‘国务院’所以就一路跟着叫‘国务院’的做法，是人讹亦讹的跟风，不值一谈。）
但是，柞里子把它译成‘外交部’，我觉得还是不够准确。交者，交往也。让人听上去象是握手和稀泥的营生。但看看它现在的mission statement，火药味浓啊： Department Mission Statement Advance freedom for the benefit of the American people and the international community by helping to build and sustain a more democratic, secure, and prosperous world composed of well-governed states that respond to the needs of their people, reduce widespread poverty, and act responsibly within the international system. 刚来美国的朋友们也许会被freedom, benefit, responsibly这些漂亮词儿眩了眼，让我 剖开double speaking来说白了吧： advance the american interest to the rest of the world or, put more bluntly, impose the american system upon the rest of the world. 这哪里是外交啊，简直就是输出革命！其实，department of state以前还算是相对务实的一个部；我刚来美国的时候，我的一些犹太人前辈还曾报怨说department of state在巴勒思坦问题上太持中立立场了。但经过以色列游说集团的不懈努力，把越来越多的鹰派人物安插在department of state里，这个部已越来越激进了。特别是克老太入主department of state之后。她因为在选战时几乎与奥巴马打成平手所以权力大于以前的secretaries of state；再加上她有自己的输出革命的agenda。于是department of state里只听到磨刀霍霍之声了。（几天前我在隔壁批评奥巴马并预言他要败绩于麻邦参议员选战，唯一同学跟贴礼貌地指出，当初总统大选时她就不同意我对奥巴马的支持；但我仍不为当初支持奥巴马后悔，因为克老太更糟。） 所以，department of state应该译成‘革命输出部’，或者‘对外文攻部’，又或者（若不得不要文绉绉的话）勉强叫‘外务部’吧，嘿嘿 |
