Yes, what you said is quite right. It is for sure there will be more "Zhou's Tiger"-like cases coming out and they will do more harm to China. The reason is easy to figure out: the majority of the population is peasants and the peasants' ideology, pholosophy and the way of thinking are still the mainstream Chinese people and the leaders of China depend upon. That is also why Chinese leaders always make wrong choices/decisions.
We can say like this: when Chinese leaders declare that peasants are the most backward class, it will be the day China really starts its modernization.
