Being free to you does not mean it has no cost to someone else. For example, if I buy a gift for you. The gift is free to you, but it costs me something to buy it.
Likewise, the gift of salvation is free to whoever accepts it, but the cost of salvation is tremendous, it has cost the life of the Son of God!!!
Is free will free? Yes and no. It is free because you are free to do anything within the limit of your capabilities and/or moral/legal code. It is not totally free because you have to exercise your free will within the boundary of your capabilities and the moral/legal code. Even if you cross the boundary occasionally, you have to pay a price. For example, if you stretch yourself too much, you can hurt your back or injure yourself. If you transgress the moral or legal code, you pay a price for that too.
There is no free lunch. Somebody got to pay for it. It could be you or others.
