Knowing Chinese is ONLY the necessary condition to be qualified for the job. We need more than that to find such a person. On the other hand, this guy is a "genius" in a way, he knows that and he just simply changed the name of the organization so that he NOW is fully qualified for the job. To maintain and to renovate is entirely different things.
