I want to share the information I have obtained about the SEC program (美國大學保送生選拔計劃, 國家留學基金管理委員會留學預科學院), which has been promoted in China as a way to study US with taking English proficiency test. The program promises that students will be admitted based on face interview, high school grades and recommendations letters. Among a number of university listed on their web-site (www.csc.edu.cn/fc), Penn State University and University of Arizona feature prominently in the list. After several phone calls and email, I have direct confirmation from the office of international admission that both schools are not in this or any special programs for recruiting Chinese students. While they welcome individual student's applications, they are not or no longer partner of this program.
