My understanding is that the new tongues are languages that are new to the speakers, not necessarily a total new language that does not exist in this world.

Likewise, this tongue in Mark 16:17 is the same as experienced in the disciples during Pentecostal revival. And new tongues can be further categorized as tongues of men and of angels.

However, your understanding is also reasonable. We concur that there are tongues in this world and tongues that nobody understands.
