The driver shall also render reasonable assistance to any person injured in such accident, including taking such injured person to a physician, surgeon, or hospital if it is apparent that medical treatment is necessary or is requested by the injured person. (e) For Class 5 felonies, a term of imprisonment of not less than one year nor more than 10 years, or in the discretion of the jury or the court trying the case without a jury, confinement in jail for not more than 12 months and a fine of not more than $2,500, either or both. 意思是说，5级重罪要处1至10年有期徒刑，或者1年以内徒刑，或者2500美元以内的 罚款，或者1年以内徒刑并加2500美元以内的罚款。 所以，我觉得正是由于有这么严格的规定，一般肇事司机才不敢贸然逃离现场的。 刮掉巴掌大的喷漆所造成的财产损失，很可能就过了1000美金的红线了，所以不愿 以身试法的人，是不会冒险逃离现场的。 肇事人员内心有本善最好，但那在实际生活当中没有可操作性，不如严格的立法和 执法有保障。当然这个保障是对个人道德的最低要求。 至于目击者在事件中所应该有的态度和作为，我认为这牵扯到目击者对公民意识和 责任义务的理解，也就是说是一个公民觉悟的问题。这是在美国小学到中学的基础 教育过程中一般应该已经完成了的教育任务。
