n the other day. In the Resolution. On one hand, it says it will ensure peasants'
contract rights; one the other hand, it encourages the transfer of land-user rights. It is true that land use rights are not exactly land contract rights. Transfer of land use rights for a long term is almost the equivalent of transferring the land contract rights. I thought some term limits, such as 5 year per term could resolve the contradiction, but I could not find it in the text of the Resolution. |
