Interesting article. It is a very difficult task to balance the science and technology. Science generate knowledge, usually is shared by colleagues for free. Technology generate huge market value, but tend to be kept in secret.
But in China, the main problem probably is not here, it is the ill regulated system. There are personal gaining in these process.
